Environmental Specialist (State of Washington, USA)
The Environmental Specialist position is focused on ensuring compliance with environmental
regulations in the State of Washington. You will be responsible for managing a wide range of
environmental projects, including groundwater and soil investigations, compliance with state and
local stormwater and waste regulations, and overseeing environmental remediation and
abatement activities.
Key Responsibilities:
Lead and manage Phase I and Phase II Environmental Site Assessments (ESA) for site
investigations, focusing on groundwater and soil conditions.
Design and implement soil and groundwater treatment systems to ensure compliance with
State and Federal regulations.
Obtain and manage permits related to NPDES and sewer discharge, construction
dewatering, and other environmental requirements.
Oversee asbestos and lead paint abatement, demolition protocols, and contaminated waste
management, including waste profiling and removal of underground and aboveground
storage tanks (UST/FST).
Ensure compliance with the State of Washington’s stormwater regulations, including
SWPPP, SUSMP, and wastewater discharge requirements.
Address environmental concerns related to construction noise, waste management, and
stormwater runoff at construction sites.
Provide expertise in managing projects involving historical buildings, archeological and
paleontological considerations, and interactions with Native American communities, with
an understanding of NEPA regulations.
Liaise with various regulatory agencies, including the Regional Water Quality Control
Board (RWQCB), Air Quality Management District (AQMD), Department of Toxic
Substances Control (DTSC), and other state/local agencies.
Provide technical support and oversight for geotechnical projects and tunneling,
especially in transit-related and large-scale infrastructure projects.
Ensure compliance with both state and federal transportation project guidelines, including
FTA and Caltrans, for relevant projects in Washington.
Qualifications:
10+ years of experience in environmental engineering or geology, with a minimum of a
BS degree in a related field (engineering, environmental science, or geology).
Professional Engineer (PE) or Registered Geologist (RG) certification is preferred but not
required.
Experience with groundwater and soil investigations, environmental site assessments
(Phase I & II), NPDES permitting, and stormwater compliance.
Knowledge and experience with contaminated waste management, including hazardous
materials abatement, UST/FST regulations, and stormwater requirements.
Familiarity with regulatory agencies and standards in Washington and previous
experience with transit-related projects is highly desirable.
A strong background in geotechnical engineering, tunneling, and compliance with NEPA
regulations is a plus.
